By 1927, Nowlan was the city manager of Hinton all the way through 1935. In World War II, he managed overseas and continental district organizations in the Office of Censorship. In 1945, he developed a 200-acre wildlife sanctuary at "Split Rock" overlooking Greenbrier River near Alderson, W. Va. During the Korean War, he served as the budget administrator for the United States Air Force. Finally, in 1960, Nowlan became the financial secretary for the Summers County Board of Education.
