'Washington: Secretary of State Cyrus Vance met Senate Majority Leader Robert Byrd on Capitol Hill 9/11. After the meeting Byrd said "I am still hopeful that the matter can be resolved (Cuba) in such a way so that the Senate can make a decision on a SALT II Treaty on its own merits.'
